Gmod SVN Auto Updater 1.5

I did a little tune up to SVN Updater, Nothing major, just a few fixes and redoing code I did when I didn’t know better!

Changelog

• [Fix] CPU Usage jump
• [Fix] Attempted UAC Fix (Should prompt you beforehand, I can’t be sure I have it disabled)
• [Change] Docked interface to allow resizing
